A change municipalities have been waiting for
Slovak municipalities are facing an important milestone. New legislation expands the powers of cities and towns to enforce fines for traffic offences through the principle of objective liability. For mayors, this is a powerful tool to improve street safety and calm traffic, for example near schools or in residential zones.
A fundamental question arises, however: "Who is going to process those thousands of violations?" Manually rewriting data, looking up vehicle owners and sending envelopes would require setting up an entirely new department.
That is exactly why we built KALM:IT eRadar, an intelligent "brain" for the whole process, turning a legislative obligation into a fully automated service.
What is KALM:IT eRadar? More than just software
KALM:IT eRadar is a central control system that takes over all the routine work tied to the objective liability agenda. It is the link between street cameras and government systems, operating continuously and with uncompromising precision.
How the system makes life easier at the office
-
Data collection and matching (Data Fusion), the system connects to stationary radars or cameras in your city. Whether it's speeding, running a red light or entering a no-entry zone, KALM:IT eRadar immediately processes the image, video and metadata (licence plate, time, location).
-
Automatic owner lookup, the system is directly connected to state registries. Within seconds it identifies the vehicle's keeper without your staff having to look anything up manually.
-
e-Fine generation, based on the collected evidence the system automatically prepares a draft fine order. All supporting materials (photo with the violation marked, vehicle data) are ready in a digital folder.
-
Smart delivery (Slovensko.sk), KALM:IT eRadar checks whether the citizen (or company) has an active electronic mailbox. If yes, the fine is sent directly via Slovensko.sk. If not, it prepares the documents for bulk printing and physical dispatch, or sends them to an external partner for processing.
What makes the solution unique: it adapts to your means
Every city has different infrastructure and a different budget. We built KALM:IT eRadar as a maximally flexible system:
- Use of existing HW, already have cameras installed in your city? KALM:IT eRadar can connect to most commonly available hardware. You don't have to invest in new devices if the old ones are still good enough.
- Comprehensive service from Omnius (Full Service), if you're starting from scratch, we deliver a complete solution from certified radars to software. In this case we guarantee an SLA service level, so you don't have to worry about hardware functionality at all.
- Cloud or your own server, the system can run in a secure cloud as a service (SaaS) for a fast start, or on your own infrastructure (on-premise).
Conclusion: a safer city without the administrative burden
With KALM:IT eRadar a municipality gains not just a tool for issuing fines, but above all a tool for prevention and order. The job of office staff is no longer "paperwork", but only final review and authorisation of decisions that the system fully prepares in advance.
In part two we take a closer look at the hardware: what certified radars and ANPR cameras look like, where they are mounted, and how they work even without mains power or fixed fibre. The economic model, how the system can be not only cost-neutral for a municipality but actually beneficial for the budget, comes in a later instalment.
